What was this guy thinking, really? You're Britain's top counter-terrorism officer, you're reading a secret document about a massive police operation. Then, you turn up at Number 10 Downing Street, you put it on the top of your files, then get out of the car in front of dozens of photographers.
Photographers have zoom-lenses y'know, as we've seen by several news sources putting zoomed-up versions of the document online (like this one)...
